About Our Staff

Open Arms is headed by Director Cynthia Tillman, B.A.; the Assistant Director is Stacey Ruley. The center is a ministry of Our Savior Lutheran Church and leadership is provided by the two Pastors of Our Savior, Rev. Michael Flannery, Senior Pastor, and Rev. Peter DeMik, Associate Pastor.

In addition, Open Arms employs 18 full-time, senior staff members (teachers) and four full-time assistants. Part-time staff include three senior staff member and three assistants.

The office is staffed by our full-time Director, Assistant Director, and administrative assistant as well as a part-time bookkeeper. All staff have completed background checks and have been approved by the Maryland State Department of Education, Office of Child Care.
